STEP2-T pricing
The pricing policy for STEP2-T consists in recovering all costs in relation to the processing services provided by SIA, the costs in relation to settlement in TARGET2 as well as the operational, administrative and depreciation costs at the level of EBA CLEARING, acting as ‘business administrator’, in relation to the service management and development of STEP2-T. The pricing objectives of STEP2-T include in particular the objective to minimise costs for the users in relation to the processing of bulk payments. The users of the STEP2-T System benefit from the economies of scale brought about by increasing volumes and the realisation of SEPA.
Overview of fees
The pricing of the STEP2 Services is proactively sent to all respective participants and is made available to prospective and potential participants upon qualified request. An overview of the fees is provided hereafter for comparability purposes on the part of entities having a potential interest to use STEP2.
1) Joining and annual fees
The STEP2-T System comprises three SEPA Services: the STEP2 SEPA Credit Transfer Service (SCT), the STEP2 SDD Core Service (SDD Core) and the STEP2 SDD B2B Service (SDD B2B).

* A discount of EUR 5,000 is applied if banks from a same banking group join one or several STEP2 SEPA Services as Direct Participants on the same date.
An annual usage fee of EUR 10,000 and a relationship fee of EUR 1,000 apply on a per service basis in case of use of the batch processing and an annual fee of EUR 5,000 applies for Additional Optional Services (AOS) or Value-added Services (VAS).

2) Transaction fees
STEP2 offers different transaction fees apply depending on the use of validation for single payments or the use of the batch processing mode with pre-sorted messages and on the pricing options chosen by the participants, starting at:

Further, different attractive pricing options are available for large volume users or banks that commit volumes for a period of three years, as for example the latter may opt for application of transaction fees based upon daily average volume of payments sent and received on an annual basis. The per transaction charges for payments sent and received will be determined based on the aggregate volume in accordance with a tiered structure. The same per transaction charges apply to any one participant in the same tier.
3) Network and changes
Fees for the use of networks for sending payment messages is a matter of the bilateral contract of each user with the network provider. A EUR 5,000 fee per service applies for the usage of the EBICS communication channel and the related technical and operational functionality on the STEP2 platform on a per service basis.
Modest administrative fees apply for changes in the STEP2 routing tables or for configuration changes.
