Admission

Admission criteria

The access and participation model for R2P is designed to allow fair and open access to the service and to support user compliance with the EPC SEPA Request-to-Pay (SRTP) Scheme Rulebook. Different access and participation options with several possibilities for connecting to the service are provided, with the aim to facilitate access, build maximum reach and establish a high level of reliability and trust between users.

R2P is open for participation by any request-to-pay service provider (RTP-SP) in SEPA adhering to the SRTP Scheme Rulebook of the EPC and authorised as PSP. R2P is also allowing participation by Referenced Technical Solution Providers homologated by the EPC if they fulfil the admission criteria for community participants.

Admission criteria and connection requirements

Participation options

There are two options for becoming a participant in the R2P Service: participation as (A) a PSP participant, or (B) a community participant.

A. PSP participants

A PSP participant is any participant that does not apply for the status of a community participant.

In order to fulfil the admission criteria for the R2P Service, a PSP participant must:

  • have its registered office in a member state of the EU, the EEA or the OECD, or a country or territory that is part of SEPA
  • be authorised to act as a payment service provider
  • be able to comply with the technical and operational requirements of the R2P Service, including requirements aiming at ensuring availability of the participant during the operational times of the service
  • participate in the service via its registered office or a branch located in the geographical area of SEPA
  • have adhered to the SRTP Scheme Rulebook of the European Payments Council

B. Community participants

A community participant is a participant that only participates in the R2P Service in order to act as an appointed participant for one or more PSP reachable entities. Accordingly, a community participant may only send and receive messages that belong to its reachable entities (without exchanging messages for itself).

In order to fulfil the admission criteria for the R2P Service, a community participant must:

  • have its registered office in a member state of the EU, the EEA or the OECD, or a country or territory that is part of SEPA
  • be overseen, supervised or otherwise regulated as a technical service or solution provider by a central bank or a financial regulator of an EU member state or EEA member state in the jurisdiction in which its service office is located
  • be able to comply with the technical and operational requirements of the R2P Service, including requirements aiming at ensuring availability of the participant during the operational times of the service
  • participate in the service via its registered office or a branch located in the geographical area of SEPA
  • is referenced by the EPC under the SRTP Scheme as a Referenced Technical Solution Provider.

 Connection requirements

In order to connect to the service, the applicant, once admitted as PSP or community participant, must fulfil relevant connection requirements (such as provision of a BIC address for routing purposes, technical and operational requirements, compliance with test and training requirements, etc.).

Reachable Entities

PSP and community participants may include reachable entities for which they act as appointed participant in the routing tables maintained for R2P; community participants may only include, as reachable entities, payment services providers. Reachable entities generally appoint participants to send and receive messages on their behalf. a]. The relationship between a participant and its reachable entity is exclusively governed by their respective bilateral arrangements and is outside of the context of the R2P Service.
