STEP2 is a Pan-European Automated Clearing House (PE-ACH) for retail payments in euro. The platform is one of the key clearing and settlement mechanisms in the Single Euro Payments Area (SEPA), both in terms of processing volumes and participating institutions. STEP2 provides a state-of-the art and network-independent processing engine, which is based on global XML-based ISO standards and is fully compliant with the EPC SCT and SDD Scheme Rulebooks and Implementation Guidelines.

The STEP2 platform is a highly resilient processing system with full disaster recovery sites and features and operational procedures that are regularly tested with the user community. It provides the following key benefits:

  • A scalable processing engine
  • A highly experienced technical operator (SIA)
  • Secure settlement in TARGET2
  • Three processing sites
  • Three operations centres for system monitoring running in parallel mode
  • Customer support for operational queries and emergency situations
  • Crisis simulation exercises
  • ISO 27001 certification

The platform also ensures full straight-through processing of all transactions in the interbank space and offers its users the most advanced standard functionality based on latest technology:

  • 24-hour file sending, payment warehousing and scheduling of payments in a specific cycle
  • Several same-day and optional night-time settlement cycles
  • Payment cancellation and recall functionality
  • Network independence: direct participants can connect to the STEP2 central system through SWIFTNet, SIANet and/or EBICS
  • Machine-readable routing tables
  • Interactive workstation
  • Reconciliation reports and statistical data

As a cornerstone of the SEPA processing infrastructure, STEP2 provides full reach for SEPA Credit Transfers and Direct Debits to over 4,800 payment service providers across all SEPA countries.

The STEP2-T system has been classified as a systemically important payment system by the European Central Bank and is held to the highest oversight requirements.

As there is no need for collateral, there are no additional costs for the users that participate in any of the STEP2 Services.

Another non-negligible benefit of the STEP2 services is that they are extremely liquidity efficient through the use of multilateral netting.

STEP2-T Pricing

The pricing policy for STEP2-T consists in recovering all costs in relation to the processing services provided by SIA, the costs in relation to settlement in TARGET2 as well as the operational, administrative and depreciation costs at the level of EBA CLEARING, acting as ‘business administrator’, in relation to the service management and development of STEP2-T.  The pricing objectives of STEP2-T include in particular the objective to minimise costs for the users in relation to the processing of bulk payments.  The users of the STEP2-T System benefit from the economies of scale brought about by increasing volumes and the realisation of SEPA.

The same per transaction charges apply to any one participant in the same tier.

3) Network and changes

Fees for the use of the other networks for sending payment messages is a matter of the bilateral contract of each user with the network provider. A EUR 5,000 fee per service applies for the usage of the EBICS communication channel and the related technical and operational functionality on the STEP2 platform on a per service basis.

Modest administrative fees apply for changes in the STEP2 routing tables or for configuration changes.
